Release of the European Commission Data Governance Act
On the 25th of November, the European Commission officially released its Proposal for a Regulation on European Data Governance (so-called Data Governance Act). The proposal is the first of a set of measures announced in the 2020 European strategy for data and aims at fostering the availability of data for use by increasing trust in data intermediaries and by strengthening data-sharing mechanisms across the EU.
This proposal for a Regulation lays down rules concerning:
- conditions for the reuse, within the European Union, of certain categories of datasets held by Public Sector Bodies;
- a notification and supervisory framework for the provision of data sharing services;
- a framework for voluntary registration of entities which collect and process data made available for altruistic purposes.
Commenting the release of this proposal, the Commissioner for Internal Market, Thierry Breton, stated that: “We are defining today a truly European approach to data sharing. The new regulation will enable trust and facilitate the flow of data across sectors and Member States while putting all those who generate data in the driving seat".
