III.1.3 Unlocking the economic value of Data and AI

Beyond technological innovation, Europe must strengthen its capacity to generate economic value from data assets and AI capabilities. This includes developing business models, incentives, and governance mechanisms that facilitate data sharing for AI driven applications, while ensuring fair value distribution across ecosystems. Priority areas include:

  • Novel data value mechanisms, including collaborative business models, moving beyond traditional data valorisation towards new forms of value creation and capture.
  • Accessible value capture and monetisation, enabling data sharing and data-based services to become part of business-as-usual
  • Measuring economic value and impact, developing approaches to demonstrate and quantify returns from data and AI investments, including productivity, revenues, cost reduction and new business opportunities
  • Cross-sector and value-chain opportunities, unlocking economic value from data and AI across organisational, sectoral and ecosystem boundaries.
  • AI-driven productivity, including the transformation of software development and other knowledge-intensive activities, and the role of data and data infrastructures in enabling these gains.

How can we help?
